In the rural heartlands of Chihuahua, Mexico, where services are scarce and community ties run deep, two women-led small businesses are proving that private capital, when directed with purpose, can transform lives. Claustro del Ángel Amor Sin Límites in Bachíniva and Casa de Descanso de los Abuelitos in Rubio are not just elderly care centers; they are engines of dignity, inclusion, and economic empowerment, reshaping what it means to age well, and to lead as women entrepreneurs in underserved areas.

In 2009, Nubia Dinora Robles founded Claustro del Ángel Amor Sin Límites to provide professional care for elderly people in her hometown, where no such service existed. In 2024, inspired by a similar need, Arbella Bustillos launched Casa de Descanso de los Abuelitos in the town of Rubio. Though separated by miles, the two entrepreneurs are united by a mission: to ensure the elderly are treated with love, respect, and dignity.

Aging with Dignity: A Vision Rooted in Community

 “As I looked around the community, I saw there was no elderly care service,” says Arbella. “I wanted to give elderly people the opportunity to be cared for with love and respect.” Their work addresses an increasingly urgent demographic shift. By 2050, Mexico’s median age is projected to reach 40, and the need for elder care already outpaces that for childcare [1]. This crisis is largely shouldered by women, many of whom leave paid work to care for aging family members, placing economic strain on households and perpetuating gender disparities in income and opportunity. In Mexico, women spend over 40 hours per week on unpaid domestic and care work, more than twice the roughly 15–16 hours contributed by men (INEGI/OECD, 2021–24) [2].

Bridging the Care Gap with Impact Capital

Through catalytic capital provided by AGC’s partner, Blú Capital, these women-led SMEs overcame critical barriers to scale their services and deepen their social impact. Their inclusive financing product, designed specifically for women-led SMEs, offered working capital that allowed both entrepreneurs to stabilize and expand their businesses. Before receiving financing, Nubia feared her center might close. Arbella was facing the harsh reality of elderly neighbors left isolated and vulnerable. Operating a care home presents ongoing challenges, facilities need constant maintenance, supplies must be affordable, and families are often unfamiliar or hesitant about institutional elder care. Yet with access to capital, both entrepreneurs could invest in their infrastructure, build trust, and extend services to clients in need.

Impact on Women, Work, and the Wider Community

Today, the two businesses together serve 40 elderly clients and employ 16 women. Both centers proudly maintain all-female staff, creating not only jobs but also a safe and meaningful path to economic participation for women in rural areas. They also prioritize sourcing from local vendors, reinvesting into the very communities they serve. “Each elderly person has a strong and impactful story,” Nubia shares. “We once took in a woman who had been abandoned. Given her age and condition, we thought she wouldn’t live long, but she lived seven years with us. These homes provide care and restore dignity.” With improved facilities and steady cash flow, Nubia now sees increased trust from local families. Arbella reflects, “By being able to equip and prepare the place faster, I was able to provide dignified and quality service to the elderly in the area.”

A Model for Inclusive Growth

What started as two women answering the needs of their neighbors has grown into a replicable model for inclusive economic development. By moving care work from unpaid labor into professional services, these SMEs help rebalance the informal care economy and create formal employment for women. Every dollar invested has enabled access to care for elderly individuals and empowered women to enter the workforce. These businesses demonstrate how impact capital, when deployed with intention, can close gaps in care, empower female entrepreneurs, and anchor community well-being. They offer investors a clear example of how small investments in the right hands can generate outsized social returns. “With faith, consistency, and discipline, everything is possible,” says Nubia, echoing the entrepreneurial spirit that continues to drive their work.
